IL SB1982

Amends the State Budget Law to require total State appropriations in any fiscal year beginning 2020 to not exceed 97% of revenues estimated to be available in the joint resolution adopted by the General Assembly under the Commission on Government Forecasting and Accountability Act.

Requires the Governor's budget submission to include separate line items for estimated costs under the State Prompt Payment Act and estimated costs under specified sections of the Illinois Insurance Code, beginning fiscal year 2019.

Maintains existing budget requirements including line item and program data, performance measures, capital development sections, retirement system asset and liability information, and position and employment title tabulations.

Takes effect immediately upon becoming law.
