Amends the Commission on Government Forecasting and Accountability Act to require the House and Senate to adopt or modify revenue estimates by joint resolution within 2 days after the Governor's Budget Address or by March 1, whichever occurs first.

The joint resolution shall serve as both the General Assembly's estimate and the Governor's estimate of funds available during the next fiscal year under Section 2 of Article VIII of the Illinois Constitution.

The Commission shall continue to publish revenue reports at the convening of each regular legislative session and issue revised figures on the third Wednesday in March.

The Commission shall estimate pension funding requirements under P.A. 86-273 and liabilities of the State employee group health insurance program on the third Wednesday in March for the following fiscal year.

Reporting requirements are satisfied by filing copies with the General Assembly Organization Act distribution channels and the State Government Report Distribution Center.
