Department of Healthcare and Family Services must increase reimbursement rates to nursing facilities licensed under the Nursing Home Care Act on January 1, 2020, July 1, 2020, and each January 1 thereafter through January 1, 2025.

Rate increases must be sufficient to pay wages of not less than the Illinois State minimum wage rate in effect on each applicable date.

Department shall adopt emergency rules under the Illinois Administrative Procedure Act to implement the rate increases, with such rulemaking deemed necessary for public interest, safety, and welfare.

Act takes effect immediately upon becoming law.
