SB1995 - Innovations for Transportation Infrastructure Act

• Authorizes the Illinois Department of Transportation and Illinois State Toll Highway Authority to use design-build and Construction Manager/General Contractor project delivery methods for transportation facilities as alternatives to traditional design-bid-build methods.

• Limits use of these alternative methods to 20% of the Department's multi-year highway improvement program (5-year period) with no single year exceeding 30%, and 20% of the Authority's annual improvement program; allows up to 2 Construction Manager/General Contractor projects for the Department.

• Establishes two-phase procurement process for design-build contracts (qualifications phase followed by proposals phase) with option for single-phase if project costs under $5,000,000 or agency head makes written determination; shortlisting of 2-5 most qualified proposers required.

• Permits bidders to submit Alternative Technical Concepts (deviations from contract technical requirements that provide equal or better solutions) with confidential meetings allowed to discuss proposals before submission; Department limited to 3 design-bid-build projects using this process.

• Requires compliance with prevailing wage, disadvantaged business enterprise, and other applicable labor and employment laws; applies Public Construction Bond Act and other existing statutes to design-build and Construction Manager/General Contractor contracts.
