SB2015 Summary

• Provides free public transportation fares for elementary and high school students eligible for free or reduced-price meals under the federal National School Lunch Program or Commodity School Program on days when school is in session, effective January 1, 2020.

• Applies to all public transportation providers under the Downstate Public Transportation Act, Metropolitan Transit Authority Act, Local Mass Transit District Act, and Regional Transportation Authority Act.

• Establishes a continuing appropriation beginning in Fiscal Year 2020 from the Road Fund to reimburse transportation providers for costs of free student fares, based on annual certifications to the State Comptroller.

• Requires each transportation provider to certify annually to the State Comptroller by December 31st the expenses necessary to provide free fares to eligible students.

• Takes effect immediately upon becoming law.
