Department of Transportation must set aside 2% of total Road Fund appropriations for Illinois Transportation Enhancement Program projects in pedestrian/bicycle facilities, streetscape projects, and abandoned railroad corridor conversions to trails.

Set-aside funds shall be administered according to current Department Guidelines Manual, with decision-making by the Department and applicable Metropolitan Planning Organization using proportional fund distribution based on population size.

Local matching funding requirements use a sliding scale based on community size, median income, and total property tax base.

Phase I Studies and Phase I Engineering Reports are not required before project applications are submitted.

At least 25% of funding must be directed to projects in high-need communities based on median income and total property tax base.
