Changes the short title of the Covering ALL KIDS Health Insurance Act to the Covering ALL KIDS and Young Adults Health Insurance Act and expands the program to serve young adults ages 19-26.

Defines "young adult" as a person age 19 to 26 and provides that the Department of Healthcare and Family Services shall purchase identical healthcare benefits for eligible young adults as provided under the Medical Assistance Program.

Requires eligible young adults to meet the same residency and insurance coverage requirements as children, including a 90-day uninsured waiting period and income limits at or below 300% of the federal poverty level.

Makes conforming changes across multiple state statutes including the Mental Health and Developmental Disabilities Administrative Act, State Finance Act, State Prompt Payment Act, and tax codes to reference the expanded program name and coverage.

Establishes that young adults remain eligible for 12 months if they maintain Illinois residency and have not yet attained age 26, with enrollment provisions through the Department's enrollment services.
