SB2019 Summary

• Establishes minimum homemaker service rates of $19.96 per hour (effective January 1, 2019) and $21.64 per hour (effective July 1, 2019) under the Illinois Act on the Aging Community Care Program.

• Requires in-home service provider agencies to certify compliance with mandated wage increases for direct service workers and prohibits reduction of fringe benefits including paid time off, health insurance, training payments, and transportation assistance.

• Sets future state fiscal year rates at no lower than July 1, 2019 rates to prevent wage reductions.

• Creates a Community Care Program Medicaid Enrollment Oversight Subcommittee to increase medical assistance enrollment among Community Care Program clients and provides care coordination units no less than $200 per completed application (effective July 1, 2019).

• Takes effect immediately upon becoming law.
