Requires the Secretary of State to include information about the zipper merge method in the Illinois Rules of the Road publication, advising drivers to use both lanes when merging into a reduced number of lanes and merge at the lane reduction point by alternating turns.

Mandates that at least one test question concerning driver responsibilities when approaching stationary emergency vehicles be included in the written portion of driver's license examinations.

Requires revisions to Secretary of State publications to conform with the Pedestrians with Disabilities Safety Act.

Creates the Move Over Task Force, chaired by the Director of State Police, to study violations of traffic laws protecting law enforcement and emergency responders, with membership including state officials, law enforcement organizations, and representatives from various transportation and labor groups.

Requires the Move Over Task Force to meet at least 3 times and submit a report with legislative recommendations on enforcing Scott's Law and preventing roadway fatalities to the General Assembly by January 1, 2020; the task force is repealed January 1, 2021.
