Raises the threshold for filing contracts with the Illinois Comptroller from $20,000 to $100,000 for grants and contract liabilities incurred by State agencies.

Requires State agencies to file contracts, purchase orders, grants, or leases exceeding $100,000 with the Comptroller within 30 calendar days of execution.

Exempts personal services contracts and contracts between the State and its employees for deferred compensation under Article 24 of the Illinois Pension Code from the filing requirement.

Requires the Comptroller to refuse payment warrants for contracts not filed within 30 days unless the agency submits a late filing affidavit signed by the agency's chief executive officer explaining the delay.

Requires State agencies to provide applicable rates and unit of measurement for supplies or services on contract obligation documents filed with the Comptroller for contracts awarded on or after July 1, 2010.
