IL SB2041

Amends the Illinois Procurement Code to require Standard Illinois Certifications for small purchases with an annual value exceeding $50,000, in a form prescribed by each chief procurement officer.

Adds new Section 20-57 requiring all contracts under the Illinois Procurement Code with an annual value exceeding $50,000 to be accompanied by Standard Illinois Certifications in a form prescribed by each chief procurement officer.

Maintains existing small purchase thresholds of $100,000 for supplies, services, construction, and professional or artistic services without competitive source selection.

Preserves automatic annual adjustment of small purchase maximum amounts for inflation using the Consumer Price Index for All Urban Consumers, rounded to the nearest $100.
