• Amends the Illinois Procurement Code to establish a scoring methodology for competitive sealed proposals that allows bonus points for respondents' commitment to using diverse and veteran-owned businesses, with factors including board/leadership diversity, supplier diversity programs, and support for minority/women/disability-owned businesses.

• Prohibits vendors from renewing contracts when they fail to demonstrate good faith effort toward meeting utilization plan goals or are not otherwise excused from compliance under the Business Enterprise Program Act.

• Requires all state employees with purchasing power to complete annual diversity and inclusion training, with chief procurement officers submitting annual reports to the General Assembly on training completion and diversity efforts to the Executive Ethics Commission.

• Establishes an aspirational goal of using service and product providers owned by minorities, women, and persons with disabilities for at least 20% of total dollar amounts in state contracts for services or products with a history of disparate awards to underrepresented business owners.

• Requires each state agency and public institution of higher education to include in their annual utilization reports a plan to increase diversity of vendors engaged in contracts, with particular focus on the most underrepresented groups in contract awards.
