• Establishes procedures for performance reviews of guaranteed energy savings contracts to verify outcomes, which may be conducted during safety surveys under Section 2-3.12.

• Creates new requirements for sealed proposal submissions with procedures prohibiting review before the submission deadline and requiring disclosure of all parties and subcontractors to proposed contracts.

• Prohibits individuals who write specifications or provide assessments for energy conservation procurements from submitting bids or receiving contracts for the same procurement need.
