Amends the Illinois Vehicle Code to authorize the Illinois Department of Human Services to issue Universal special license plate decals for developmental disabilities awareness.

Sets license plate fees at $25 for original issuance ($10 to Developmental Disabilities Awareness Fund, $15 to Secretary of State Special License Plate Fund) and $25 for renewal ($23 to Developmental Disabilities Awareness Fund, $2 to Secretary of State Special License Plate Fund).

Creates the Developmental Disabilities Awareness Fund to provide grants to the Illinois Department of Human Services for funding legal aid groups that assist with guardianship fees for private citizens becoming guardians of individuals with developmental disabilities.

Amends the State Finance Act to establish the Developmental Disabilities Awareness Fund as a special fund in the State treasury.

Takes effect January 1, 2020.
