Appropriates $633,272,700 from the Education Assistance Fund to the University of Illinois Board of Trustees for operational expenses for fiscal year ending June 30, 2020.

Provides $1,450,700 from the Education Assistance Fund for Labor and Employment Relations programs, including $667,500 for degree programs and $783,200 for certificate programs.

Allocates $40,380,600 from the General Revenue Fund for University of Illinois Hospital operating costs and $15,099,200 for the Prairie Research Institute.

Funds specialized programs including $687,300 for the Hispanic Center for Excellence, $1,073,800 for the Public Policy Institute, $4,216,000 for the Illinois Fire Service Institute, and smaller amounts for the College of Dentistry, Dixon Springs Agricultural Center, and emergency mosquito abatement.

Takes effect July 1, 2019.
