SB2079 Summary

• Secretary of State shall implement a digital electronic license plate program limited to no more than 1,000 commercial vehicles, ride-sharing vehicles, and commercial business-owned vehicles.

• Program purposes include providing law enforcement with accurate temporary use information, reducing commercial plate abuse, enabling dynamic plate numbering with expiration dates, and generating state revenue through in-state and out-of-state licensing.

• Secretary must contract with a private vendor by December 31, 2019 to research, develop, and implement the digital plates, with vendor bearing all implementation costs.

• Vendor may retain 100% of temporary use fees until recovering upfront costs, then split fees 50/50 with the state depositing its share into the Secretary of State Special License Plate Fund.

• Secretary must submit a report to General Assembly by January 1, 2021 evaluating program operations, security, cost savings, revenue potential, and recommendations for future digital plate expansion.
