Adds Section 356z.33 to the Illinois Insurance Code requiring coverage of psychiatric Collaborative Care Model, an evidence-based integrated behavioral health service delivery method involving a primary care provider, care manager, and psychiatric consultant.

Mandates that individual and group health insurance policies and managed care organizations providing mental health benefits reimburse for services delivered through the psychiatric Collaborative Care Model using specific billing codes: 99492, 99493, 99494, and G0512.

Authorizes the Director of Insurance to update the billing codes if alterations or additions are made to codes for the psychiatric Collaborative Care Model.

Permits insurers to deny reimbursement based on medical necessity only if determinations comply with the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 and utilization review requirements under the Managed Care Reform and Patient Rights Act.

Amends the Illinois Public Aid Code to require the medical assistance program to provide coverage for psychiatric Collaborative Care Model benefits, effective January 1, 2020.
