IL SB2104

Moves the Pharmacy Practice Act repeal date from January 1, 2020 to January 1, 2023 under the Regulatory Sunset Act, and removes it from the January 1, 2020 repeal list.

Establishes a Collaborative Pharmaceutical Task Force to study pharmacy practice standards, including pharmacist break requirements, prescription filling limits, technician staffing, and automated prescription refill systems, with recommendations due by September 1, 2019 and November 1, 2019.

Extends the Task Force through January 1, 2020 with additional legislative members appointed by the General Assembly leadership to continue dialogue on pharmacy best practices, with final recommendations due by October 1, 2020.

Creates new Section 15.1 establishing pharmacy working conditions, including limits on continuous work hours (12 hours maximum), mandatory breaks for pharmacists working 6+ hours, and staggered breaks in multi-pharmacist facilities.

Adds Section 22c requiring patient enrollment in automated prescription refill programs and mandating pharmacies enable electronic prescription cancellation systems by January 1, 2021 to prevent dispensing of discontinued medications.

Expands disciplinary grounds in Section 30 to include unsafe working conditions, productivity quotas interfering with professional duties, unsafe advertising, and incentivizing prescription transfers without professional rationale.
