• Amends the definition of "amateur" to allow athletes to receive stipends up to $1,500 from athletic clubs or sponsors to cover training and participation expenses.

• Expands the definition of "full-contact martial arts" to explicitly include mixed martial arts and kickboxing techniques.

• Adds a new definition of "incumbent sanctioning body" as an organization recognized as a sanctioning body in more than 10 American states.

• Exempts amateur boxing and full-contact martial arts contests sponsored by State, county, or municipal entities from Department oversight if conducted by an approved sanctioning body, and requires qualified exempt entities to notify the Department of their intent to sponsor such events.

• Establishes a sanctioning body approval process requiring the Department to respond within 15 business days and complete approval within 4 months, with incumbent sanctioning bodies automatically receiving full rights and privileges upon registration.
