Removes registration fee requirement of $250 for single unit self-propelled agricultural fertilizer implements and eliminates the requirement that fees be paid in full regardless of registration timing.

Removes provisions exempting certain farm wagon type trailers with fertilizer spreader attachments and tank trailers from registration requirements.

Maintains $13 registration fee for farm machinery vehicles (second division vehicles with corn shellers, hay presses, feed mixers, and similar equipment) for a 2-year registration period.

Allows exempt vehicles to optionally display registration plates for identification purposes without waiving their exempt status, and permits towing of vehicles up to 8,000 pounds if used exclusively for work site transportation.

Maintains existing restrictions on self-propelled agricultural fertilizer implements including 36,000 pound maximum gross weight, 30 mile per hour speed limit, 12 foot maximum width, and 50-mile radius operation limit from point of loading.
