Amends the Public Community College Act to add a new exemption (o) allowing community colleges to procure goods or services through competitively bid group purchase contracts, including those under the U.S. General Services Administration, Higher Education Cooperation Act, or Midwestern Higher Education Compact Act, without individual competitive bidding.

Maintains existing contract requirements that purchases over $25,000 (or lower amounts per board policy) must go to the lowest responsible bidder after due advertisement, with sealed bids opened publicly.

Preserves 14 existing exemptions from competitive bidding requirements, including professional services, emergency purchases, perishable foods, and equipment maintenance with authorized manufacturers.

Requires at least 10 days' public notice in a newspaper before bid dates and allows electronic bid submissions if authorized in bid documents, except for construction bids.

Exempts guaranteed energy savings contracts and allows compliance with grant or gift conditions that specify particular goods or services, provided they comply with applicable laws and collective bargaining agreements.
