IL SB2121

Removes community colleges and community college districts from the definition of "public institutions of higher education" and "state contracts" under the Business Enterprise for Minorities, Women, and Persons with Disabilities Act.

Establishes separate aspirational goals for community colleges to award at least 20% of contracts for insurance, investment, information technology, accounting, architectural/engineering, and legal services to businesses owned by minorities, women, and persons with disabilities.

Adds new reporting requirements for the Business Enterprise Council to collect and report specific contract expenditure and utilization data for each community college district, including breakdowns by service category and certified vendor participation.

Changes the Business Enterprise Council's authority from "may collect" to "shall collect" data needed for its report from the Illinois Community College Board.

Takes effect immediately upon becoming law.
