SB2125 - Job Creation Zone Pilot Program Act

• Creates a job creation zone pilot program with boundaries beginning at the intersection of US-51 and State Route 9, extending east to the Indiana border, south along the border, southwest along Interstate 70 back to US-51, plus all territory within 15 miles of the north, south, and west borders.

• Provides tax credits against withholding tax obligations for employers who pledge to hire at least 5 new full-time employees earning at least 125% of state minimum wage with health insurance and retirement benefits at designated locations within the job creation zone.

• Credits equal 50% of incremental income tax withheld from new employees during the year hired and the first 2 years after hiring, and 25% during the third and fourth years after hiring.

• Eligible projects include employment in manufacturing, technology, research, science, mathematics, engineering, construction, energy, bioprocessing, or agriculture.

• Department of Commerce and Economic Opportunity administers the program with authority to adopt implementing rules; credit awards available for withholding periods beginning July 1, 2019 or later.
