Eliminates the private right of action for violations of the Biometric Information Privacy Act, preventing individuals from suing directly in state or federal court.

Transfers enforcement authority to the Illinois Department of Labor for violations involving employer collection of biometric information for employment, human resources, fraud prevention, or security purposes.

Allows employees and former employees to file complaints with the Department of Labor within one year of a violation using a signed, completed complaint form.

Designates violations of the Biometric Information Privacy Act as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act, allowing the Attorney General and State's Attorneys to enforce violations.

Takes effect immediately upon becoming law.
