IL SB2142

Creates the Illinois Legislative Youth Advisory Council to facilitate communication between Illinois youth and state government regarding youth issues, interests, and needs.

Council consists of youth members aged 16-21 (may complete term if turning 23) enrolled in Illinois high schools, colleges, or universities, nominated by state Senators and appointed by Senate leaders.

Establishes an Advisory Board of 4 legislators (2 House members, 2 Senators) to oversee the Council, with annual membership terms beginning the Thursday after the second Wednesday of January.

Council powers include requesting legislative drafting, providing testimony, voting on General Assembly matters, drafting reports and advisory opinions, and conducting leadership seminars.

Creates the Illinois Legislative Youth Advisory Council Fund as a special state treasury fund to reimburse members for travel expenses to meetings (including food and lodging) and print annual reports submitted to the General Assembly and Governor.
