Requires Illinois Department of Transportation to incorporate multimodal transportation planning into all projects receiving state or federal funds, ensuring safety, access, and mobility for pedestrians, bicyclists, public transit users, motorists, persons with disabilities, older adults, and children.

Mandates use of latest design standards for bicycle, pedestrian, transit, and highway facilities, referencing specific guidelines including the Policy on Geometric Design of Highways and Streets and Guide for the Development of Bicycle Facilities.

Allows exemptions from multimodal accommodation requirements if use is prohibited by law, costs are excessively disproportionate to need, or there is demonstrated absence of future need based on land use, user volumes, population density, and crash data.

Creates a Complete Streets Advisory Board appointed by the Governor with 13 specified member types including representatives from transportation, health, engineering, planning associations, county and municipal governments, disability organizations, and advocacy groups for bicycling, walking, and children.

Requires the Advisory Board to submit annual reports beginning January 1, 2021, documenting Department actions, statutory recommendations, protocol modifications, multimodal performance indicators, trip mode data, and crash statistics by mode and location.
