Creates a Clean Water Workforce Pipeline Program administered by the Department of Commerce and Economic Opportunity to provide grants and financial assistance for training individuals in water infrastructure careers.

Establishes an annual goal to train and place at least 300 people or 25% of annual jobs created by State-financed water infrastructure projects (whichever is greater) from targeted populations including residents of environmental justice communities, economically disadvantaged communities, those returning from the criminal justice system, foster care alumni, and women and transgender persons.

Authorizes grants on a competitive annual basis to community organizations, educational institutions, workforce investment boards, and labor organizations for recruitment, training, support, and job placement services related to water infrastructure careers.

Creates a Water Workforce Development Fund as a special fund in the State treasury, funded from the Build Illinois Bond Fund, Capital Development Fund, General Revenue Fund, or other sources, which cannot be subject to sweeps or budgetary transfers to other state funds.

Requires the Department to propose a draft implementation plan within 90 days, finalize it within 180 days, and submit annual reports to the General Assembly on program progress including training completion rates and employment outcomes.
