Appropriates $2,000,000 from the General Revenue Fund to the Village of Coal City for debt incurred from cleanup and recovery efforts following an EF-3 tornado on June 22, 2015.

The tornado caused damage to nearly one-third of Coal City's total housing stock and required complete reconstruction of 160 residential structures.

Emergency response expenditures totaled approximately $15,100,000, exceeding the federal funding formula threshold by 84%, but the Illinois Emergency Management Agency did not recommend federal participation.

The Village was forced to sell alternate revenue bonds in 2015 to fund public works, infrastructure restoration, security, and neighborhood renovation after the state was unable to provide funding.

The Act takes effect upon becoming law.
