IL SB2315

Prohibits school district employees, volunteers, and independent contractors from placing students in seclusion, defined as confining a student in an enclosed space designed solely to seclude a person.

Defines seclusion to include confinement in boxes, closets, rooms, or any locked or unlocked space used as a discipline or behavior management technique, regardless of whether specially designated for that purpose.

Exempts seclusion used in court-ordered placements outside school district educational programs or in facilities subject to other applicable laws or rules.

Requires the State Board of Education to promulgate rules governing seclusion prohibition along with existing rules on time out and physical restraint.

Takes effect immediately upon becoming law.
