Eliminates the requirement that the Chicago Board of Education establish an Office of Chronic Truant Adjudication and replace it with a socio-emotional focused attendance policy targeting underlying causes of chronic truancy.

Changes truancy procedures from mandatory ("shall") to permissive ("may") actions for truant officers and regional superintendents regarding notice to custodians and determination of compliance.

Replaces formal hearing procedures with truancy intervention services that the chief executive officer may require, including parenting education, counseling, and individualized educational plans.

Allows referral to Department of Human Services or Department of Healthcare and Family Services for socio-emotional intervention if students fail to participate in services, and requires reporting to Department of Children and Family Services if abuse or neglect is suspected.

Removes fines, driver's license suspension, and mandatory penalties from juvenile court dispositions for truant minors in need of supervision, focusing instead on service-based interventions.
