Adds citizenship and immigration status to the list of protected classes under Illinois hate crime law, making crimes motivated by actual or perceived citizenship or immigration status hate crimes.

Hate crime is a Class 4 felony for a first offense and Class 2 felony for subsequent offenses; elevated to Class 3 felony for first offense when committed at religious sites, cemeteries, schools, public parks, ethnic/religious centers, or within 1,000 feet of these locations.

Requires courts to impose restitution or fines and mandate offenders perform at least 200 hours of community service plus enroll in an educational program about hate crimes.

Allows victims to bring civil actions for actual damages, emotional distress, and punitive damages, with courts authorized to impose civil penalties up to $25,000 per violation and award attorney's fees.

Takes effect immediately upon becoming law.
