Eliminates county fee waiver pilot program for expungement and sealing petitions that was set to expire January 1, 2021, replacing it with a permanent statewide fee waiver.

No fee required for petitions to expunge or seal records when the arrests resulted in release without charging, or arrests/charges resulted in acquittal, dismissal, or conviction subsequently reversed or vacated, except for minor traffic violations.

Amends the Criminal Identification Act (20 ILCS 2630/5.2) to establish uniform fee waiver standards for eligible expungement and sealing petitions across all Illinois counties.
