Requires Illinois Medicaid to cover routine care costs incurred during approved clinical trials if the same costs would be covered outside of a clinical trial

Applies to Phase I, II, III, or IV clinical trials for prevention, detection, or treatment of cancer or other life-threatening diseases or conditions

Routine care costs include medically necessary services related to the care method being evaluated and treatment of complications, but exclude the experimental drug/device itself, data collection services, and items provided free by research sponsors

Clinical trials qualify as "approved" if they are reviewed by the FDA, funded by federal agencies (NIH, CDC, CMS, VA, DOD, DOE), or approved by the Department of Healthcare and Family Services

Coverage remains subject to standard Medicaid terms, conditions, restrictions, and limitations, including rules for participating and non-participating providers
