• Eliminates multiple advisory councils and boards including the Illinois Business Development Council, Internet Privacy Task Force, State Healthcare Workforce Council, and various other state advisory committees across health, environmental, and professional regulatory areas.

• Removes requirements for state agency consultation with abolished boards in regulatory and administrative functions, transferring decision-making authority directly to state departments and their directors.

• Repeals entire acts including the Governor's Council on Health and Physical Fitness Act, Interstate Sex Offender Task Force Act, Advisory Board for the Maternal and Child Health Block Grant Programs Act, and the Community Water Supply Testing Council provisions.

• Effective immediately upon becoming law, consolidating state government operations by eliminating redundant advisory structures and streamlining departmental responsibilities.
