Establishes an annual 60-day open enrollment period for Medicare supplement policyholders, beginning on the individual's birthday each year

Allows policyholders during the open enrollment period to purchase any Medicare supplement policy with benefits equal to or lesser than their current coverage

Prohibits insurers from denying coverage, conditioning issuance, or discriminating in pricing based on health status, claims experience, receipt of health care, or medical conditions during the open enrollment period

Requires insurers to notify policyholders of their open enrollment rights between 30 and 60 days before the enrollment period begins

Mandates that open enrollment rights be included on any notice related to benefit modifications or premium adjustments
