Increases administrative penalties under the Illinois Pesticide Act based on violation point ranges, with penalties ranging from $500 for 12-13 points to $15,000 for 30+ points.

Implements automatic annual adjustments to penalty amounts beginning January 1, 2021, and each January 1 thereafter, based on the Consumer Price Index (CPI-U), rounded down to the nearest dollar.

Requires the Department of Agriculture to publish updated penalty amounts on its website by January 1 of each year the new penalties apply.

Establishes a violation point system based on harm incurred, chemical toxicity (signal word), degree of responsibility, violator history, and violation type (application or product-oriented).

Maintains existing penalty structures for specific violations (unlicensed application, stop use/sale order violations, restricted pesticide sales) and exempts most private applicators from point-based penalties unless they violate label use requirements.
