Repeals Section 11-208.6 of the Illinois Vehicle Code, which previously authorized municipalities and counties to use automated traffic law enforcement systems (red light cameras) at intersections.

Prohibits all units of local government, including home rule units, from enacting or enforcing ordinances that use automated traffic law enforcement systems to enforce violations of Section 11-306 (failure to stop at red lights), effectively eliminating red light camera programs statewide.

Restricts the use of automated speed enforcement systems to municipalities with populations of 1,000,000 or more and imposes limits on when and where they can operate (near schools and parks only during specified hours).

Removes references to Section 11-208.6 throughout the Vehicle Code and related sections dealing with automated traffic enforcement, administrative adjudication, and driver's license suspensions.

Adds Section 8.45 to the State Mandates Act declaring that the state will not reimburse municipalities for costs related to implementing this law.
