Amends the Illinois Vehicle Code to authorize the Secretary of State to issue Air Force Combat Action Medal license plates to eligible Illinois residents.

Plates may be issued to residents who meet eligibility requirements prescribed by the Secretary upon submission of applicable fees and applications.

Plates can be affixed only to passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds.

Plates shall display the Air Force Combat Action Medal and may be issued as vanity or personalized plates; design, color, and format are within the Secretary's discretion.

Plates are not required to display "Land of Lincoln" and shall expire according to the staggered multi-year procedure established in Section 3-414.1 of the Illinois Vehicle Code.
