• Adds a new subsection (b-5) to Section 19.3 that specifically authorizes this facility to access refinancing assistance through the state's Water Revolving Fund program.

• Requires the Illinois Environmental Protection Agency to prioritize disadvantaged communities and utilities for 5 years in its capitalization grant set-aside activities, including assistance for water rate studies, engineering, lead service line replacement, and utility regionalization efforts.

• Takes effect immediately upon becoming law.
