Amends the Counties Code (55 ILCS 5/3-9008) regarding appointment of attorneys when the State's Attorney is unavailable or has conflicts of interest.

Requires courts to contact public agencies (Attorney General, State's Attorneys Appellate Prosecutor, other State's Attorney offices) before appointing a private attorney, and to appoint a public prosecutor if available and willing to serve at no cost to the county.

Establishes that orders granting authority to special prosecutors must be construed strictly and narrowly, and counties must receive prior notice before any expansion of a special prosecutor's power and authority.

Requires counties to receive a detailed invoice of all attorney's fees and litigation expenses before an order requiring payment is signed, including descriptions of all activities performed and time spent on each activity.

Provides that payment for attorney's fees or litigation expenses shall be made from the funding source the county determines to be appropriate.
