SB2540 Summary

• Amends the Unified Code of Corrections to require each Department of Corrections facility to have at least one telephone for every 10 inmates in the facility.

• Establishes inmate calling service rate caps at no more than 7 cents per minute for debit, prepaid, and collect calls, with no additional taxes, fees, or surcharges exceeding that per-minute rate.

• Requires international inmate calls to be available at reasonable rates not to exceed 23 cents per minute, subject to Federal Communications Commission regulations.

• Creates the Department of Corrections Reimbursement and Education Fund to receive and manage moneys from inmate reimbursements, workers' compensation, telephone system commissions, federal grants, and other sources for departmental expenses.
