IL SB2560

Creates the Complete Streets Act requiring the Illinois Department of Transportation to use federal and state funds to improve safety, access, and mobility for all transportation users including pedestrians, bicyclists, public transit passengers, motorists, persons with disabilities, older adults, and children.

Mandates that all transportation projects receiving state or federal funds incorporate accommodations for all users in planning, design, construction, reconstruction, rehabilitation, maintenance, and operations phases, using latest design standards for bicycle, pedestrian, transit, and highway facilities.

Establishes the Complete Streets Advisory Board appointed by the Governor with 13 members representing various agencies and stakeholder groups including Department of Transportation, Department of Health, engineers, planning associations, county and municipal leagues, AARP, disability advocates, and bicycle and pedestrian advocates.

Requires the Advisory Board to submit initial report on implementation status by January 1, 2022, and annually thereafter, including Department actions, statutory recommendations, protocol modifications, crash statistics, and multimodal performance indicators.

Applies requirements to transportation projects with preliminary design completed on or after September 1, 2017, with exceptions for facilities where use is prohibited by law, costs are excessively disproportionate, or demonstrated absence of future need exists.
