Increases the maximum speed limit outside urban districts from 55 mph to 60 mph on highways, roads, and streets that are not designated 4-lane divided highways or interstate highways

Maintains existing speed limits of 70 mph on interstate highways and 65 mph on designated 4-lane divided highways outside urban districts

Preserves the authority of Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties to adopt ordinances setting lower speed limits than state maximums

Amends Section 11-601 of the Illinois Vehicle Code regarding general speed restrictions
