Amends the Illinois Administrative Procedure Act, specifically Section 5-90 concerning the Joint Committee on Administrative Rules

Makes a technical change to remove the word "The" at the beginning of subsection (a) to correct grammatical structure

Joint Committee on Administrative Rules remains established as a legislative support services agency subject to the Legislative Commission Reorganization Act of 1984

Requires Joint Committee to submit meeting agendas to the Secretary of State for publication in the Illinois Register at least 5 days before each meeting when feasible

Authorizes Joint Committee to charge reasonable fees for document copies to cover costs, but must provide free copies to agencies directly affected by the Committee's recommendations or findings
