Requires group health insurers to ensure timely and proximate access to mental health and substance use disorder treatment for policies issued or renewed on or after January 1, 2021

Establishes network adequacy standards for Cook, DuPage, Kane, Lake, McHenry, and Will counties: outpatient providers must be within 30 minutes/30 miles of the insured's residence, with appointments available within 10 business days

Sets standards for all other Illinois counties: outpatient providers must be within 60 minutes/60 miles, with appointments available within 10 business days

Requires inpatient or residential treatment facilities to be within 60 minutes/60 miles for all Illinois residents

Mandates that insurers provide network exceptions to cover out-of-network providers at in-network rates when no in-network facility or provider meets the access standards
