Creates continuing appropriations for distributions to local governments from five state funds when no annual appropriation is enacted: State and Local Sales Tax Reform Fund, Motor Fuel Tax Fund, State Gaming Fund, Local Government Video Gaming Distributive Fund, and Statewide 9-1-1 Fund

Removes "subject to appropriation" language from various sections of the State Finance Act, Motor Fuel Tax Law, Emergency Telephone System Act, Illinois Gambling Act, and Video Gaming Act regarding payments to municipalities and counties

Ensures municipalities, counties, and road districts continue receiving their shares of motor fuel tax revenue for road maintenance even during state budget impasses

Guarantees local governments continue receiving their portions of gambling admission taxes and wagering tax revenue from riverboats, casinos, and video gaming operations regardless of appropriation status

Provides that if an appropriation is enacted after July 1 of any fiscal year, the continuing appropriation discontinues and the enacted appropriation supersedes
