Amends Illinois ID Card Act to allow issuance of identification cards to persons upon conditional release or absolute discharge from Department of Human Services prior to release (removing the 14-day waiting period).

Modifies Illinois Vehicle Code requirements for school bus driver permits and commercial driver's licenses to limit conviction disqualifications for aggravated domestic battery and certain Liquor Control Act offenses to the last 20 years before application, rather than any point in an applicant's past.

Adds exception to Unified Code of Corrections financial responsibility requirement, exempting persons who were operating motor vehicles registered in states other than Illinois at the time of the offense.

Takes effect immediately upon becoming law.
