IL SB2757

Prohibits mechanical restraints from being used on youth in care during any transportation services provided or arranged by the Department of Children and Family Services or its contractors.

Allows soft restraints (cloth material around wrists, ankles, or chest) only with written approval from the Department's Chief Deputy Director of Clinical and Child Services, the Guardianship Administrator, and the youth's physician, and requires a mental health professional to accompany the youth during transport.

Requires the Department to provide the youth's court-appointed attorney and guardian ad litem with copies of all recommendations and approvals at least 3 business days before soft restraints are used.

Mandates that soft restraints cannot be used for punishment or transporter convenience and must be based solely on the youth's clinical needs after considering less restrictive alternatives.

Requires the Department to post annual data on its website regarding the number of restraints authorized, including youth age, restraint duration, and placement types involved, beginning December 1, 2020.
