Declares it a proper purpose for municipalities to seek voluntary annexation to achieve contiguity with other territory or to wholly bound other territory for future annexation.

Establishes that annexation validity cannot be contested based on the annexation's purpose, contents of annexation agreements, or any factor other than statutory requirements.

Requires annexation agreements to include terms relating to disconnection of territory from a municipality.

Specifies that unless annexation agreement terms conflict with Illinois Municipal Code provisions or are forbidden by law, the agreement terms and parties' intentions may not be considered when determining code compliance.

Takes effect immediately upon becoming law.
