IL SB2760

Removes the December 31, 2023 expiration date for annual Department of Children and Family Services reports on youth in care waiting for placement, making the reporting requirement ongoing.

Requires reports to be posted on the Department's website in addition to being submitted to the General Assembly.

Adds new reporting requirement (section 3.1) on youth in care placed in out-of-state residential treatment facilities, including number of in-state referrals made prior to out-of-state placement and whether youth were psychiatrically hospitalized beyond medical necessity.

Adds new reporting requirement (section 3.2) on youth not in Department custody or guardianship who are subjects of open child protection, intact family, or other child welfare cases and were hospitalized in inpatient psychiatric facilities beyond medical necessity, with detailed information on age, region, hospitalization dates, and service referrals.

Takes effect immediately upon becoming law.
